Falrun might want to confirm but I do not think Bracers of Defence adds to existing armour but replaces it. To get AC-2 with Bracers you would need a dexterity score of 24 or 25 plus a Ring or cloak of protection. You sure you don't want the plate mail of fear before it is traded in? That would give you an AC 2 before Dexterity bonuses or other magic protection.
Yes bracers AC 4 give you AC 4 they don't combine with armor so you still get your Dexterity bonus of course so you would be ac3 with them with the bracers and Dexterity and then any other thing that adds to defense.
Buddha is correct. The bracers are AC:4, not plus 4. If you wear the bracers and have bronze plate armor on, then the bracers are essentially useless.
The Plate Mail of Fear is +1 plate so it gives AC:2 on its own.
Also, just a note, the cloak of protection will not work with anything more than Studded Leather armor.
Out of Character: Is there an echo in here? *laugh* Alright, so no bracers then, you all seem to get your way. What does the platemail of fear do? I really do not like the idea of platemail… too noisy. What else is worthwhile in the magic stash?
Plate Mail of Fear: This armor functions as normal plate mail +1. However, it is imbued with 16 fear charges. Upon uttering the command, a charge is spent and the wearer radiates a 30-foot aura of fear. All creatures (Except the one wearing the armor) must save vs. Spell or flee in panic for 1d4+1 rounds. When all charges are spent, the armor functions as normal plate mail +1. It cannot be recharged.
