This topic has attracted a lot of men to it, I wonder why. *laugh* Besides all the comments there is a major factor to why women wear more makeup and Malcomshaw touched on it a bit - making money. The cosmetic industry is big business and they can't continue to sell for a large profit if women wear less makeup so they get makeup artists to cake on makeup of various types, shades and textures on celebrities for magazines and shows that promote it.
The mind of a woman is also different from a man. We want to look good because we're very self-conscious about how we look, at least I think most of us are naturally this way. If we have personal issues with a part of our face then we want to cover it up at all costs: money and time. That's just how we are but positive comments when we are wearing it the way you like will help, even when we don't wear make up the positive comments might be an incentive to wear less although some of us will say that you're just saying that. .
Most of us enjoy wearing makeup. As has been said above we like to be able to conceal imperfections. Some women just aren't very good at applying makeup and would be better off wearing minimal amounts or none. If you know how to apply it however it is wonderful.
Makeup can be viewed as both a blessing and a curse. It can be time consuming and we are expected to wear it. Some view it as a chore. I myself enjoy it. I view it as a blessing. I like to look nice and feel great about myself. Another benefit it has is with aging. As women get older we can conceal lines and minimize them. No, I'm not talking about caking makeup all over my face. A lot can be done with careful and skilled use of makeup. I don't have to deal with that yet but it is comforting to know I will have that tool down the road.

Most women haven't had professional advice with regards to their makeup selection or application. That's why it may look weird, be too bright or just too little. There are many makeup artists around, if you ever get a chance to go to a beauty fair or if you know a local clinic go and get evaluated. Watch them make up your face and try it.
I guess I am one who thinks that women should not have to wear make up or maybe just a little bit like eye shadow or lip stick if they choose to go that route. I am the type of guy that prefers the natural look. I know this has a lot to do with fashion and trying to look younger and it is a billion dollar industry that will keep telling ladies they have to look good for themselves or their man. I would not try to stop a lady from wearing make up if that is their desire. I would just tell them they do not have to wear it for me.
