One has to know the area you are buying into. Once you look into the area call local police ask for crime states and area make up they are usually a good source I find.
Then hit the listing and note price trends of the last two years. If prices are plummeting then wait a bit longer. once some what slowed down in price drop go and find the best deal you can. Realize you are likely going to have to over haul it top to bottom the people who just left were upset and may have done sever damage to things.
Also watch for listing that say divorced soem time you get good deals on that also.
