I have to think just how many men were jailed because of this sick individual or is he just being used as a scape goat to show that there is doubt thus preventing a charge being laid.

If he is in jail and confessing to the crimes and has the details of the crime that were not released then I would say, yes charge him with those crimes too. If there is another man in jail or out on parole who was convicted of that crime then by all means expunge their records. There is not much else you can do.
That is the hard part on the second one I linked to he admitted to nothing and no one was charged. Perhaps a weakness in evidence.
