Seeding clouds: Does it bear fruit?

Water agencies and municipal governments have relied on modern-day rainmakers, or cloud seeders, for decades to add to the rainfall totals. While cloud-seeding is doubted by many, the science behind it has long been established. Ref. Source 5h.

Seeding Cloud

I've heard of planes spreading chemicals into the atmosphere to cause rain but I haven't seen ground machinery doing it. It doesn't seem to work too well based on the California drought lasting so long and for so many years.
