No tightening of laws for young offenders
Berlin. Over a week ago, a pensioner travelling on Munich's underground transport system had been brutally attacked sustaining severe injuries to his head: now the discussion about tighter laws for young offenders is not abating. The Federal Justice Minister, however, shot down requests made by the CDU/CSU. Existing law did the job, also for young offenders. In their case the law put more emphasis on education, and the other political parties agreed with that:::This is quite different from a fictitious do-gooders' paradise, where the offender gets counselling while the victim's left out in the cold

Well this kind of confirms that the US is not the only place with these kind of crimes and scenarios.
