White House Press Secretary Jay Carney said on Monday that Boston bombing suspect Dzokhar Tsarnaev will not be tried as an enemy combatant. "We will prosecute this terrorist through the civilian system of justice," Carney said. "Under U.S. Law, United States citizens cannot be tried in military commissions. It is important to remember since 9/11, we have used the federal court system to convict and incarcerate hundreds of terrorists." Carney noted that the federal courts have been used as the venues for the prosecution of Faisal Shahzad, the Pakistani-American citizen for the failed May 2010 Times Square car bombing and Umar Farouk Abdulmutallab, the Nigerian man known as the "Underwear bomber" who tried to blow up a Detroit-bound flight on Christmas Day 2009.
