I did hear rumors about the growing racism in Australia and New Zealand but I presumed that if that's the case the people involved will keep it to themselves; til the thoughts escalates into action.

I do not think it was an error. He wanted fame and he did it in the way he did it for maximum terror. If you think about it he could have just threw grenades or planted a bomb but going in there and killing like that takes a whole different kind of deranged mind.
