This is prevalent in the United States also. There are many people on disability due to drug and alcohol abuse. They are costing tax payers thousands, if not millions of dollars. I see it every day. They usually just need to get a couple stays or so in the psych ward and find a doctor willing to sign off on their disability. It becomes increasingly difficult not to become cynical when these people's mental illnesses are self-induced.
