When riots happen in Mexico how are they normally quelled?

Mexican anti-riot police sent to Guerrero after clashes:
Anti-riot police have been deployed to the Mexican city of Chilpancingo after protesters attacked local government buildings in anger at the disappearance of 43 students on 26 September. Hundreds of demonstrators set fire to part of the Guerrero state headquarters and demanded the resignation of Governor Angel Aguirre. Ref. Source 3
These riots have been going on for awhile and they aren't getting better. I have a theory that they might be partially instigated by the cartels to cause instability in Mexico thus giving the cartels freer movement.

Mexican Police Shoot at University Students; Injuring Two:
The agents attempted to remove the students whom gathered outside the Che Guevara auditorium - a historic stronghold for social movements- in order discuss their role in an upcoming action when they were fired upon. Ref. Source 2

Hundreds of thousands Mexicans marched Thursday. Despite the threats of the Mexican President, Enrique Peña Nieto of further force against protestors, the Ayotzinapa missing students protests all around Mexico are still ongoing Ref. Source 4
Mexican Army Kills at Least 9 in Clash in Michoacan:
At least nine people were killed Tuesday after the Mexican army clashed with a self-defense group in an attempt to regain the Apatzingan municipal headquarters in the violence-plagued southern state of Michoacan. Ref. Source 5
