When a bully acts on a victim in Kansas is it because they know there will be little done by the authorities?

Bullying in Kansas is mostly the same as bullying in other states. The problem of authorities ignoring bullied victims is being acted upon and Kansas has introduced anti-bullying laws to help with this problem. No one can say for sure the exact reason why a person bullies and it may vary from home-problems to just bad days / diagnosed mental illness.
