The San Diego police dog left in the back of his handler's patrol car last month died of heatstroke, county investigators said yesterday, and it will be up to the District Attorney's Office whether it will charge the officer.

I see patrol cars with dogs in them all the time. Usually the car is running and the air is on or the heat is on if the winter months to make sure the dog is comfortable. I believe that this officer knowing that his air was acting up should have placed the dog in the kennel nearby.
