TALISAY CITY, Cebu, Philippines — As heavy rains lasting for hours continued to pound Metro Cebu and neighboring towns Friday, floods also continued to submerge houses, affecting hundreds of residents and damaging properties.

The Office of the Civil Defense (OCD) in Central Visayas identified 10 barangays in Cebu City that were submerged in floodwaters, displacing nearly a thousand affected residents. The Regional Risk Reduction Management Council immediately convened to assess the extent of damage.

We Only have the rainy and dry season. And when it rains, it pours! Typhoon Yolanda devastated Leyte province with storm surge killing hundreds. Floods happen in the Metro city and central Luzon usually [removing] the roof. People blame it to the denuded forest in the mountains. I don’t think the government is acting aggressively with regards to protecting the environment.
