Websites That Try To Guess Your Language

One of the most annoying things online is a site that tries to guess your language by IP location. Why would it assume you speak a certain language just because you 'seem' to be located in 'x' location? If I were visiting Japan I would not want sites that I am accustomed viewing in English to suddenly default to Japanese.
