Jad continues between sips of wine, "Glorfindel's soul has passed to Celestia so far as I am aware. I am afraid I cannot tell you much, I never knew her. Just that she was something of a recluse who made her home in the mountains where you found her."
"As to the council, they oversee the affairs and interests of the metallic dragons of this world. My master says they're too content to rely on their long lifespans, waiting out their problems. They often council patience when my master is pushing for action in response to the events of the world."
"I am afraid my master asked me not to spread tales about him. Something about not coloring your perceptions of who he is. I will say that there are none I know in this world whom I would rather serve, my ancestors have been doing so for sixteen generations."
Velon pauses for a moment as he takes in what Jad has said. He did not initially picture Lord Irdeith in this way, but finally asks "So Lord Irdeith is an ancient dragon? Are we truly to meet a dragon at the Yawning Portal?"
Out of character: Not sure if Velon would know, and nor do I, if 5e dragons would take humanoid form for such endeavors.
Poljen simply says to Poppo, "It is far too late to leave tonight. We shall depart first thing in the morning, if I guess correctly." He turns to the others, "I for one am ready to travel at dawn. I hope we all are ready for this journey."
Jad pauses and blinks a bit at Velon's comment, "Well, ancient by the standards of our races perhaps, not his. But otherwise yes. What did you think we were speaking of?"
"I must say, you may wish to get used to the idea, given the path you have begun. I suspect this will be far from your last meeting with those with whom you now share the bond of blood."
Out of Character: In regards to lore, 5E shares a great deal in common with 3.5e. In this case, yes, the more magically inclined dragons spending time in humanoid form is still a relatively common thing. I would not call it commonly known however, while Jad doesn't think it unusual enough to comment on unpromted, I'd give less than even odds of Velon knowing about the polymorphing.
P.S. If you're wondering about timing, kobold generations are relatively short, about 15 years.

Upon reaching the new road Oswald swears loudly, with dismay on his face.
"I... I can't believe it. A detour!?! I, I don't know… I can't. I don't have enough supplies for that. I was going to have to eat only half rations already. Who knows how much longer this detour is going to take?!"
He searches through the horses bags to see if there is anything of use; even another waterskin would help.
Velon takes a moment to absorb all that Jad has said. He's not well educated on such subjects and is still perplexed picturing a fully grown dragon meeting them at a tavern. He finally asks another question. "How many that share the blood are human, or perhaps elven or dwarven, like me vs those of dragon kind? You said it is frowned upon. How will they receive me?"
Out of Character: : Cinder, this is a brief summary. Fay and Lia came upon a halfling village that had been destroyed by an apparent green dragon. The remnants of his poison gas were still evident there. We had no witnesses that had seen the dragon and no other leads regarding this.
In Character: : Lia remains standing off to the side, fascinated at the conversation between Velon and Jad. Her eyes widen from time to time as she listens. When she hears Fay speak about agreeing to the summons she says" I think we should go as well. This is a desperate situation. We can't stand idly by while Tiamat returns. "
Mari nods at what Poppo and Poljen say. " I think that we should go as well. We need to hear what this individual has to say. It sounds to be of great importance.

Oswald finds that the new path does not stray very far from the old. It has just shifted a few miles inland.
He does not go far along it before he arrives at a camp for the workers making the bed of the new road. It turns out they're willing to share supplies, for a price.

Jad explains, "Many share some trace blood of dragonkind, we could probably find one or two others in this building if someone were capable of testing, perhaps even among your companions. What is much more rare is for that blood to be awakened enough to lend power to the bearer."
"Most individuals like you were observed and tested for years before their blood is quickened by a true dragon. Or they learn to do it themselves by instinct and long periods of practice. The individual is tested either way. There's no stigma to your gift, the act is simply considered dangerous, much like appointing someone you know little about to a political position with much responsibility. Unprepared minds have broken under the strain, and unworthy individuals have turned the gift to evil."
