I don't see the humor in it. I think it is stupid when people dress up their pets to begin with. I do find it somewhat offensive - not because of the Arab dress but because of the implication of strapping explosives onto a defenseless cat. Regardless of how one feels about cats, it is never acceptable to take advantage or do harm to anyone or anything more vulnerable than you are. The implication of such is tasteless. However, it is human nature to sometimes find humor in the tasteless.

Pet Picture UFO & Writing Art Education Sciences
The picture isn't offensive, but it is in poor taste. I remember watching a video where a woman carried out a suicide bombing and I am still very sad when I think about it. That picture, even though it's meant to be a joke, evokes my memory of the video and my thoughts on it, which isn't pleasant.
To compare, it's like putting a cat in Hitler costume...not really funny
