Murderer becomes first inmate to get sex surgery
Shiloh Heavenly Quine, a convicted murderer who has been living as a woman in a men's prison, has undergone sex reassignment surgery. Quine is serving a life sentence and is the first inmate in the U.S. To have received the operation paid for by tax dollars. Ref. Source 2z.

I cannot see any reason to justify this for someone who is serving a life sentence unless he / she was being a real nuisance to the male population and they wanted a reason to put him / her in a female prison.

I am inclined to agree. The state is responsible for keeping inmates alive and basically healthy, anything beyond that is not something taxes need to be allocated towards, at least not until society is prepared to offer the same to everyone else.
