One thing to consider is the weather that day, it was very cold and rained. Many that might have wanted to come didn't because of that and so much traffic. The intimidation of protests wasn't welcoming either.

It's no surprise that he had less people at his inauguration than President Obama. He was the first African-American elected president. That was a historic moment. Washington D.C is about 80 percent African-American so that also explains the huge crowds.
