Even with the massive protests and virtual hunger I do not recall reading any major terrorist acts. Maybe the military is too well intertwined in the public that such things are quickly reported and arrests made.

A civilian protester with a Molotov cocktail he throw through a store front window is every much a terrorist as the guy with the IED strapped across his chest. They are both also freedom fighter and patriots. It's all a matter of point of view. So yes, there are terrorists in Venezuela.
