3,000 guard members activated as desperate flood victims await rescue in Houston. Gov. Greg Abbott said he activated the 3,000 national and state guard members in addition to more than a thousand state emergency personnel aiding the Coast Guard and local authorities in water rescues. He added that 600 boats were being used for rescue efforts, while the National Weather Service warned an "Unprecedented" 50 inches of rain could slam some areas by week's end. Ref. USAToday.
