Is the military of Venezuela well equipped to defend itself from a conventional attack? What about a preemptive attack on the enemy, are the forces of Venezuela capable of doing this?

Tactics Military Venezuela
The funny thing about Venezuela is that they have tactics they learned by attending US military training and schools and also from Cuban military training and schools. So their tactics are actually an amalgam of US and old Soviet tactics with a healthy dose of Che inspired guerilla warfare too.
