I'm with you on this. Then I read the article and the amount they say it would save is compelling. But then I come back again to the fact, they are using heroin and breaking the law. So, maybe we need to charge them for all of these services. We should put them in a treatment facility and then put them to work someplace where they can't get a hold of these drugs. Hopefully, they'll get their lives in order.
