I find it scary to have a bank the major shareholder in a bank. I do think however it is the right approach as if tax payer dollars are bailing this out then at least this might put some future equity back into the pockets of the tax payer vs a payoff. In the long run it could end up a big dividend to public transit or health systems being upgraded.
