Foreclosure properties can become a target for vandalism. There's also concern that neglected swimming pools on a growing number of those properties are breeding ground for mosquitoes – carrying the West Nile virus. CBS station WCBS-TV in New York City tried to get to the bottom of what's being done to curb the problem.

Fears Nile West Blame Crisis Foreclosure

I can see where they are coming from. I think having people go to foreclosed properties to make sure that they are vacated and that any pools are drained would help curb the spread of the west nile virus.
