If these are such important military holding pens how come some amateur can get in so easy?

The most certainly look in many ways like a holding pen. I am sure the powers that be will say evacuation centers. The inward facing barb wires is most disconcerting though. As far as the plastic bins being coffins why wast money making them digging mass graves is much easier and cheaper.

For the private meetings yes they are required for specific topics. After all who really desires mass panic fueled by media that just seeks sales. It is always the hard part in trusting a governing body. Yes closed door meetings are required often for the good of a country not necessary bad. As far as them being upset perhaps the future was bleaker then thought and drastic measure is required to make thing pan out in the end.
