It looks like it can be toppled over easily or a few rocks can take out the lens, etc. I thought they would have made something a little more 'tough'.

Seeing as there is little mass at the top, maybe not toppled so easily. The point isn't to apprehend offenders, but to raise the alarm. It doesn't matter what happens to the robot, its main weakness will be how quickly authorities respond.
I dislike the argument presented about infringing privacy. This is obviously a vehicle that can go where any member of the public can (Except maybe stairs ). The drone assisted arrest mentioned is invalid because anyone could have been flying over the property and alerted authorities.

I see your point. For me if it does not look intimidating it will be the target of vandals and pranksters then what good will it do if the job can't be done?

Mall docks robot security guards after child hurt
Stanford Shopping Center has temporarily docked its futuristic security robots after one of the 5-foot-tall, 300-pound mechanical guards reportedly ran into and hurt a young child last week. The center introduced the gliding "K5" robot a year ago to monitor and report suspicious activity. Ref. Source 1v.
Ran into or the child ran into it, maybe even teasing the thing? I can't imagine that after one year of operation they are shutting the whole thing down over one inncident.
