To be honest I think not only should we (California) split off, but that all states that make up the United States should all break away and become their own individual sovereign powers. In this day and age what's the point of something like the Electoral College? The internet exists now and the world is becoming more and more global. In terms of safety there isn't really a need for us to be grouped up, and in terms of policy making we can already see the disaster that is the current administration in Washington DC trying to make policy that is relevant to hundreds of millions of people. It just isn't going to work, the people across each state are extremely different from each other. You need policy that addresses each group of people and not everyone at once. People in California and people in North Dakota have completely different ideals, habits, humor, and pet peeves. So why create policy that will address both Californians and people from North Dakota as if they are the same? They may as well be in different countries as it is.
