Senate Democrats delivered a blow to President Barack Obama today when they blocked debate on a major trade bill that the White House has championed.

On a 52-45 vote, the measure fell short of the 60 votes needed.

The rare filibuster by members of the President's own party speaks to the divisive nature of the bill.

Opposition to the measure, which would allow for quick approval of the 12-country, free-trade agreement known as the Trans-Pacific Partnership, has been building among progressive Democrats for some time.

Senate advances 'fast track' trade bill toward final passage

A supermajority of U.S. Senators voted Thursday to end debate and advance toward final passage of a six-year reauthorization of trade promotion authority, known as "Fast track," Which gives the president enhanced authority to negotiate trade pacts. President Obama is seeking the authority to finalize negotiations on the Trans-Pacific Partnership, a trade pact with 11 Asia-Pacific nations. Pro-trade senators secured the 60 votes necessary to move forward despite strong opposition from a majority of Senate Democrats. Ref. USAToday

After weeks of tense negotiations on Capitol Hill and heavy lobbying from the White House, the Senate has passed a major trade bill that is a priority of the President.

The Trade Promotion Authority bill passed 62-37, with the support of 13 Democrats and most Republicans. The bill now goes to the House, where opposition from Democrats and some Republicans is stiff and where its outlook is uncertain. Action there is expected in June. Ref. CNN

The U.S. House approved Thursday a six-year renewal of trade promotion authority, commonly known as "Fast track," Because it creates an expedited process for the president to get trade deals through Congress. The stand-alone TPA vote was necessary after the House failed last week to move it forward as part of a legislative package tied to a renewal of trade adjustment assistance, a program that helps displaced American workers. Democrats voted down the trade assistance bill in an effort to derail fast track. Instead, GOP leaders and the White House are now seeking to move them separately. Fast track now heads back to the Senate, where trade supporters will need 60 votes to pass it as a standalone measure. Another vote on TAA is expected in both chambers. Ref. USAToday

President Barack Obama's trade agenda scored a major victory today when the Senate voted to advance a bill to allow "Fast-track" Approval of large international trade bills.

The outcome of this key procedural vote had been in doubt as a group of 14 pro-trade Democrats weighed whether to continue their support of the bill out of concern that a related workers' assistance package might not pass both chambers.

But after repeated assurances by GOP congressional leaders that the workers' assistance measure will be adopted, 13 out of 14 backed the bill. The vote was 60 to 37, the minimum needed to pass.

A final Senate vote on fast-track could come later today, and it will then head to the President's desk for his signature. Ref. CNN
