Is anyone seeing something wrong with that or is Manning try to make us look so developed that we can afford to give valuable information to other third world countries? Maybe Manning thinks we no longer fit the role of third world because of all that oil money?
If giving advice can help African countries use their new found oil reserves wisely, then I don't see a problem really. In the case of Ghana, I think its new oil reserves are a golden opportunity for it to advance its economy that obviously would never come again. Ghana also has had a history of coup-de-tat so that's another reason why it shouldn't be squandered.
Its not just giving advice, it is giving FREE advice. We aren't the US, there must be something more to this, something we ain't seeing.
