Before the invention of the telephone how did a victim or witness get in contact with the police?

Back in the old days if there was not any police around you had to send some one to go get them. If you were out in the open land you often took matters in your hands. There were many instances of frontier justice when people would get together and deal with a trouble maker to make their lives more peaceful.
