The thing that would concern me is that the school had no clue the girls were missing. Where were there teachers? Where was the supervision? If I send my child to school I expect those in authority will know where my child is at all times.
That is horrible and I hope the children get shown the error of their ways. I think that if a fence was there great but how on earth after break did a teacher not notice that children were missing! Even in a class of 40 or so you would notice if you cared even a tiny amount about the job you are doing.
I think charges should be laid on the school board and the people who where supervising the breaks and the teacher in each room where the children were to have returned to.

I live across from a elementary school that has a six foot chain link fence around the school playground. When the kids are out at play there are plenty of teachers, teacher assistants around to keep children for climbing the fence or wandering off. Why this was not done in this instance I do not know. I believe the one responsible for making sure the correct number make it back into the class room should be fired. I believe they need a person to stand by the fence that leads to a busy street like I see here.
