Ban Plastic Kentucky

Are people littering that much more in Kentucky than other places? Also if they have officially banned plastic then what alternative materials are they using for container purposes or bag purposes at grocery stores? Don't tell me everyone in Kentucky is carrying groceries in their hands? Or does everyone bring their own backpacks?
