I feel like my company Amazon practically nurtures the people who kiss up to managers. Not only is that not frowned upon, but also kicking others down to make yourself look good seems to work really well for people here. I know, because I'm a person who others have tried to kick down to look good. I've watched such people move up even to become managers. I absolutely refuse to lower my inherent dignity and ideals just to move up in a company. Why should one need to make enemies at work just to grow? If such things are necessary then the system in place needs some serious revamping.
I feel that's the way that the media likes to portray women as using their sex appeal to get what they want but men are just as guilty of trying to climb the ladder and get the boss' attention.

I wonder how much this gets counteracted when there are good metrics in place and promotions need to be justified based on the individual’s contribution? Sure, some managers will still find ways to make an exception but that would curb some of it by presenting a manager with facts rather than perception of work performance.

Yes, I’ve seen guys do this. There is one at work right now that follows the boss around like a puppy. No idea how to address the issue.

It should never be like that in the work place. You should be judged on your work. That's what's wrong with a lot of these companys now adays.
