Why mandatory evacuations don't always chase away everybody. While evacuation orders are issued by states as a protective action in disaster events such as hurricanes and wildfires, they are sometimes ignored by people - whether it’s because they didn’t believe the warnings… Source 5m.
I really hope everyone follows the evacuation order this time. I'm afraid that Hurricane Florence will be devastating. I can see people following evacuations previously and the storm turns out to not be that bad. That leads to them assuming that they aren't worth paying heed to. I'm sure many are worried about things being stolen etc during the immediate aftermath of the hurricane.
Those who don't pay attention when someone with more experience and knowledge tells them they should leave because their lives are in danger if they don't, are either diehards who feel they can weather anything the universe throws at them, or thieves planning to rob the empty houses. When you are given enough warning to evacuate, you should evacuate with your essentials. Forces of nature like these kinds of hurricanes cannot be fought or defeated by one person. Your life and those of your loved ones are far more important than any stuff.
Sometimes people are in a situation where they do not have a place to evacuate to. They may have medical issues or no cash so moving is not an option. Personally, I will go if I think it is serious enough.
