I saw someone writing that they wanted to play a Win 98 game on Win 7 but couldn't. I've played lots of older games on Win 7 or even higher Win version. The steps to do it take some doing but it is possible.
1. Install the game as normal
2. Before you run it make sure to change the application settings that runs the game. For example if your game is game.exe then right click on it and select "Properties". Then "Compatibility" and select the version of Windows it should run under then save.
3. Make sure to always run the game as Admin
There, you should be able to player the older game, if not you can run virtual versions of old Windows or there is software to download that can do it for you.
If this method does not work and you still want to play that game, and don’t mind getting technical, explore creating a virtual machine and installing the older operating system on it. Getting license keys and install media might be difficult, but not impossible.
