I did a little look up of this island and the people. They are in the Indian Ocean and the laws there state there should be no contact with them. You are not even supposed to be within 3 miles of the island so that traveler was going against law and sanity specially because they are known to kill visitors.

Are they an independent nation or governed by someone? I don't see how laws make it so these people can do what they want and everyone is afraid of them and their arrows.
