Just a few corrupted "Prison guards" in those facilities can be just enough to lose the trust of the public for the many "Good employees". Although it's a tragedy that this has happened it's only a reported case of which violence against inmates has occurred. Who knows there might be so many whereby inmates are tortured and put to near death and there's no kind of monitoring from the staff to stop that.
