After the fire chief said Sunrise Propane "hasn't done anything," the city of Toronto is taking over the cleanup of the site of the Aug. 10 explosion.

If the city does the clean up I hope that they lay a very heavy fine on sunrise propane company. There should be no reason to wait almost a month without doing anything.

Looks like it is getting closer to finished though this next stag make me ponder why vent all this can it not be recaptured into a certified tank for resale?

I am sure that this will help in the long run by making sure that the gas is relieved and does not pose any more threat of an explosion.

I think all the gas the are venting is non explosive it said but still how come they are allowed to vent gas into the atmosphere. I would have though a recapture process would have been mandatory I would not be happy about it if I lived near it.

Any gas in a container can pose a explosive risk. If the vessel containing the gas gets hot that makes the gas expand thus creating a explosive danger. While venting the harmless gasses may not be the best solution maybe they are afraid that hooking the containers to a recapture or transfer devise may not be advisable due to possible damage to the valve that is on many of the tanks. It may just be easier and safer to do it how they are.

Good point Klar the valve threads could be an issue. Just goes against so many fundamental laws here.

You may want to check to see if there is a special instance clause in the laws or if they got a special permit to release the gas into the air.
