Names on Rental Agreement
Does all the names of those who will occupy an apartment have to be on the rental agreement? What if the landlord insists?
I do belief in most cases yes so that the landlord knows how many and who lives there. Mostly though the names on the lease are just the one financially responsible.

In California, every occupant must be named on the lease - even children, though they are not financially responsible - as was mentioned, so that the landlord knows who to evict if they don't pay
Roommate situations are also sticky, because sometimes one moves out and yet the name and financial liability remain. As always, make sure everything of this nature is in writing, make sure you *read* the contract and adhere to its terms. The consequences for breach of contract can be harsh.

Yes, they must otherwise anyone can move at anytime without having to give a reason of why they're doing it, it keeps control of who comes and goes out of the apartment.
