Maybe these are the clouds that made the sun dogs and moon dags as we called them growing up. like a halo around the sun or moon. In the smog ridden city I have never noted the effect but did when I was at my parents a few weeks back.

Strange Clouds Spotted at the Edge of Space UFO & Writing Art Education Sciences

There is that possibilities. I know I see that a lot. I would be interested in what the chemical make up of these clouds are. I am thinking more a methane than water but it can be both too.
