Are bounty hunters allowed to speed chase a fugitive like cops would in their cars where they go over the speed limit?

I suppose as long as they don't get caught.

They are still subject to the laws of the land and they are not law enforcement officers. They are private contractors who are paid to find and bring in fugitives, usually for bail bondsmen.
