Is the Landlord the one responsible for ensuring that the street lighting is adequate for the safety of the tenants?

Yes outside lighting is the responsibility of the landlord if it is a complex. If a home then outside street lighting is maintained by the municipality.

Street Lighting By Rental History & Civil Business Politics

Whoever owns the property would be responsible for any lighting on the property. As Krakyn mentioned the municipality would be responsible for lighting on the street or public property. However, depending upon where one lives a property may or may not be required to provide adequate lighting. Of course it would be a good idea and if someone were injured or attacked and could show the lack of adequate lighting was a contributing factor there may be some liability issues.
