I am totally lost on this one. I am thinking you are some sort of idea that helps people in trouble.

I would not float/or hover in the air ---UNLESS---I were on something that could do so.

I can be close to the ground but where I appear can be sometimes the most surprising places. I am not limited to close to the ground.

Immortal? I suppose I could be considered that though I am not a living, breathing thing. Though I have not been around forever.


I can happen anytime, almost anywhere - I would guess that I am more prevalent in good weather than in bad.

Let me recap:

I am ubiquitous. Many have known of me, many claim responsibility for me. I have been known to be there when one least expects it. I am not really human (the idea of me could be), nor am I a feeling or religious in nature. I did however begin my existence by the hand of a human. < >

I could be considered immortal in the sense that I have taken on a life of my own, though I am not a living breathing thing. I have not been around forever. I am not seasonal.

Sounds like a government. Takes a little and becomes a huge mess.
