The landlord can set up the lease how he wants according to state laws. You only choose to pay that way if you sign the lease with those terms. He can't choose to change the terms in the middle of your tenacy if that's what you're asking.

Yes, he can. As long as it is in the contract and you signed it he can ask you to pay the rent whenever he/she wants.

I have seen businesses enter this kind of arrangement. The problem happens when the property is not used for the full quarter and the renter wants their money back.

I don't know if he can "insist" as Question asks but once it is in the lease then whatever is stipulated there must be followed.
