As a general rule, no I wouldn't. But if I had the need I would. An example I can think of is if I am traveling and have a long layover. Instead of spending hours and hours in the boring airport, if there was something I wanted to see I would rent a car for a few hours between flights.
I see a need for this in business personnel who fly into a city to do some morning business and then flies to another city to do some afternoon business. A hourly rate on a rental car would save the company time and money. Right now this guy would have to rent two cars for a day at each city to drive them maybe a couple hours. That is a waste of a lot of money.
