I think that it's a good thing that they are getting the opportunities.
I'd be interested to see how many take them up on it though. It takes a strong person from whatever walk of life that you may be from to actually go out and take that risk of moving from the area that you know, upheaving your family and settling somewhere else on the hope and chance that it may work out.

I think that will only work if it is a do or 'die' situation. No one will leave the comfort of their area if they know the government will keep giving them a handout.
