Unemployment is a growing problem in New Zealand. Not only are there people unemployed due to circumstances (such as the recession or disabilities), but by choice. There is a growing culture of people leaving education (secondary school) early and living off welfare for much of their lives. There are no systems in place to ensure 100% that these users are actively seeking employment.
