If only 30% of registered voters actually go out and vote then is the process of the elected government that comes to power considered one that comes to power through a Democracy?
Definitely,
If someone does not vote they have made their decision.
They do not wish, or do not care who leads them.
To me, a person who studies the issues and votes based upon his or her conscious deserves to have his or her vote count for more then people who do not vote.
Why would their vote count more then someone who has not voted?
A person's vote who has studied the issue, counts twice as much as the person who hasn't voted when the person not voting would have voted different from you.

True. It is a republic. By the very nature of your question, you have set up a republic and not a democracy. However, it may be a democratically elected republic. In most elections (besides the presidential election years) most of the government in the US is elected with less than 50% of the voters. During presidential election years, that number increases to a little above 50%.

Its essentially representative democracy that is turning towards a trustee democracy. When people don't vote, they are essentially giving that right away. And if the people don't vote, then the will of the many is null and void because the majority don't really vote.
