SAN JUAN, Puerto Rico: Governor-Elect Luis Fortuño will be sworn in as Puerto Rico's new governor Friday at a ceremony slated to be held at the northern side of the Capitol building in Old San Juan at 4 pm, Swearing in Ceremony Organizing Committee President Marimer Olazagasti announced Monday.
