I think the child should have been charged as an adult. Just because he had to do some chores does not give the right to go and get a gun and empty it on her.
He said he was abused but said that his mother yelled ant him and slapped him. I do not think that a slap by your mother is very abusive. The yelling at him could be for a number of reasons but that does not necessary prove that he was abused. If yelling at a child and slapping them is abuse then there area very large number of abused children in the world mine included.
